My grandparents have something along the lines of this. On their computer you can switch it from TV to computer with just a click of the mouse. Is it a program you get with your television provider? How does this work?

Hard to answer without knowing the specifics of your grandparents’ setup. On any computer you can install an external (or internal) TV tuner that will enable you to do this. There are also programs on the Internet which will allow you to download content, such as Hulu.com, Netflix or You Tube.
Doesn’t sound like a program from a television provider, however possibly if they have one of those package deals ( home phone, Internet and cable ) maybe it’s done that way. Why don’t you just ask them ?
