Do I need to actually pay for TV for my computer TV tuner to pick up a signal?

May seem like a stupid question! I pay for an internet package, but not TV. My tuner is only getting a scrambled/snowy signal when I try to use it. Using Windows Vista and on Gateway DX4300

    No, if you are using an antenna, just plug a splitter in and run it to the pc tuner input.
